The international situations and crises developed in recent years have proven that no single model, sector, or organization can answer all challenges, be they global, regional, or local. Based on experience, the wisest solution is to create a flexible multi-layer system that can
quickly react to new influences. Moreover, its ability to adapt minimizes losses resulting from the transition.
One of the most effective models for dealing with scientific, economic, and social challenges is the creation of a Science Park (STP) or an Area of Innovation (AOI). The structured and integrated management model can channel and represent the needs of all actors of the Multiple Helix, such as higher education, business actors, governments, and society.
Unique cooperation strives for collaborative solutions instead of a traditional competitive mindset, thus resulting in win-win situations that develop a knowledge-based economy. Central and Eastern Europe and Hungary can adapt the achievements and know-how of successful STP-s and AOI-s in Europe and the United States to shorten the learning curve and boost the development procedure. The Science Park is a mindset, a community space, a scientific and research center, and a business model capable of connecting people, institutions, and research centers worldwide. As a pioneer in Hungary, Óbuda University has created a hybrid development and governance model that has not existed before.

In Hungary, upon the Association of Science and Technology Parks initiative, a national program was launched in 2018, within which 11 universities in 14 cities will create their Science and Innovation Parks.

Norbert Mórucz is the Rector's Advisor at Óbuda University, the Director of the Science Pillar Nonprofit Ltd and the President of the Association of Science and Technology Parks in Budapest, Hungary. He has over 12 years of experience in innovation ecosystems, Science Park development and innovation management for universities. His main fields of expertise are
Science Park governance and business models, policy making procedures, value engineering and startup incubation.
